A few years ago, Cartier decided that it was not enough. They wanted even more legitimacy, especially with the growing population of experienced amateurs of watches. This meant adding more watches high end to them, and offer in-house made movement. Well, sometimes "in house" just meant no one else was using these movements, but it is another matter. I also think that this pressure to make the movement is partly due to the ETA (Swatch Group Richemont owned and Cartier) current threats to stop providing movement without tags. ETA has not yet, but Cartier was smart to invest in the production of movement if it happens.
